Dr. Michael C. Threatt brings more than 20 years of experience in the real estate and affordable housing industry, having worked across seven PHAs representing small, medium, and large portfolios in rural, urban, and suburban communities.

PUBLICATIONS
Dr. Threatt earned his DPA from West Chester University in December 2020. He was named the 2021 DPA Student of the Year for his dissertation research on improving the Section 8 Program through landlord feedback, and this directly supported Dothan’s designation as an MTW Landlord Incentive Cohort #3 Agency.
It led to his first book on Section 8 housing policy reform, The Price of Bureaucracy, a forward-looking manifesto advocating for technology modernization, data-driven decision-making, and stronger landlord-PHA partnerships. This led him to implement his Attract-Recruit-Retain Landlords model.
